A few hours ago, Elcid Lao, a concerned motorist, posted his encounter with a traffic enforcer at Diosdado Macapagal Blvd.

Story:
“Hope you guys can help me out. It’s about a traffic enforcer who issued me a wrong traffic violation and insisted of not changing it even though he’s aware.
I was driving at the second lane turning right. Then suddenly an officer called my attention. He informed me that I violated road signage since 2nd lane must go straight instead of turning right. So I just told the officer to issue me a ticket and kept saying that he could have just have given my license through bargaining but I insisted.
Left turn is never allowed in that area. Even though the map with the road signage shows that left turn is allowed. Remember, I violated “Turning Right” through 2nd lane.
Here’s what I was trying to contest. The ticket shows that my violation was Code S17 – Obstruction Failure to apply signal light upon turning left. Clearly it was really different from the one he told me earlier. I politely asked the Police Officer to have it changed. His answer was really the most impolite and dumbest I have ever heard from an officer.

Lao kept on insisting to correct the ticket violation but R. R. Cordero, the traffic enforcer on duty, rudely answered, “Hindi ko papalitan yan. Kung pipilitin mo ko dito, mag-aaway tayo dito.” When the car owner told him about the scene being recorded for social media posting, the latter said, “Gawin n’yo yung gusto Sir. May attorney naman ho kami. Magkita nalang tayo sa korte kung gagawin mo yan”

May pagka-arogante rin kasi dating mo pre kahit kanino mo itanong. Una sa lahat ikaw rin ang mali dahil nagmamaneho ka di mo alam ang batas ng kalsada. Pano ka nagkalisensya? Just a thought, the violation was right. The problem, I think is that that the enforcer wrote left rather than right. The enforcer might be writing on his perspective what left is. In short he was facing the approaching vehicle, who in his perspective was turning left. Hehehe,
The perspective of what’s going left or right can never be that of the enforcer because he was not the one operating the vehicle. The alleged violation is that of the driver, so the perspective has to be of the driver. Otherwise, the traffic ordinance will be useless if it can be twisted around to suit just anyone’s point of view.

If that is the Macapagal Road turning RIGHT to Sen Gil Puyat (Buendia), usually, the second lane right turner is being flagged down… it happened to me once. The violation, according to them is swerving. Because it is only the right most lane that should turn right, the second lane is a go-straight lane. I reasoned out to the enforcer about the lack of signage/ warning that only the right most lane should turn right. Second, the buendia stretch from MAcapagal is two lanes and now other incoming vehicles will flow into in other than the right turners. because from the other three points, no vehicle can go straight to Buendia except the right turner. So what is point of just limiting it to the right most lane? More so if motorist are aware of this. The tendency is to think that two lane on the right most CAN turn right…. This is the reason, enforcers are always on this area to pick on preys. There are lapses on this kind of traffic flow. if they want to correct it…. road signs and arrows should be visible to caution motorists. Obviously, these enforcers are feasting on this area… for the longest time especially to drivers who cannot reason out with them. By the way, after arguing with the enforcer as i refuse to give in, he let me go as there are more motorists to prey on.
no signage is necessary since that is a fundamental traffic regulation. No matter which country you go to, whether it’s left side driving or right side – the second lane is always a straight through lane.
It’s a 5 lane traffic, I don’t know which country are you referring to but here in Australia (right hand side driving) for a 5 lane traffic the 2nd lane can either be go straight or right turn. And you can contest for lack of signage as well to the Roads and Maritime Services.
Nangyari na sa akin ang ganito, hinuli ako sa tapat ng Manila City Hall ng mag U-turn ako dun kasunod ng isang armored car. So I just gave my license to him, sabi ko bakit ang armored car pwede ang sagot sa akin “armored car ka ba?” Medyo bastos talaga magsasagot ang mga yan kasi halos karamihan nyang mga traffic enforcer tambay lang at dahil sa mga local government ang kumuha asal kanto ang ugali.
Nang di ako nagbibigay ng lagay sa enforcer, sabi sa akin “ayaw pa sumulat ng ballpen ko”. Di ko pa rin sya pinansin, nagtanong kung san kami papunta. Sabi ko pauwi na kami. Binigay yun lisensya ko at mag ingat daw sa susunod.

this happened to me also in divisoria (soler st ata not sure, been there twice pa lang). twice pa nga same day
1st time – im turning right, red ung signal then nakita ko ung enforcer pina-“GO” ung jeep sa harap ko. akala ko ok na so sumunod ako sa jeep. pinara agad ako nung enforcer sabay turo sa traffic light.
2nd time – same street in turning left naman pauwi na. red ung light, ibang enforcer naman tinuro nanaman nya na mag-“GO” na ako kahit red light so d ako gumalaw. lumapit ung enforcer sa kotse namin saka parang nagdadabog at sumisigaw. d ko masyado narinig ung pinagsasabi nya kasi naka-on ung radio ko pero rinig ung sigaw nya sa loob. lumiko na lang ako.

Similar thing happened to me a couple of months back, turning right towards Macapagal coming from MOA. I was also on the second lane. The “traffic enforcer” flagged me as soon as I turned on my signal light. According to Mr. Enforcer, whose ID was turned around so that I couldn’t see his name or image, he flagged me for “DANGEROUS DRIVING.” In the end, he let me off with just a warning. These are the important or most bewildering things I got from our conversation:
-Pasay City has its own traffic rules and regulations, independent of MMDA and LTO sanctions.
-ALL traffic lights in the major intersections in Pasay (daw) are equipped with cameras similar to those they have in the States, that are able to capture images of violators, which are stored and reviewed every day (daw).
-If you get caught with a violation, you can actually be fined separately by BOTH the Pasay City traffic enforcers AND LTO/MMDA traffic enforcers.
-The list of traffic rules and regulations of the Pasay City government can be found in their “website” which you can simply “search” (actual terms the officer used).
-There are people who ask to have incriminating videos/images of them removed from the system… And “kayo po, bahala na po kayo kung ano’ng gusto niyo.” (lol no, I didn’t give a single centavo, just asked a lot of questions)
Upon searching for the keywords “Pasay City traffic rules” on Google, however, all you can get is an appendix of the FINES for each violation, but no description of any of the violations. No transparency at all, just a lot of corrupted employees.
If you notice, they only flag private vehicles, yung may pang-lagay. Ang daming nagkalat na PUJs and buses na violators who are actually the ones causing traffic and accidents and they just let them get away with it, kaya hindi natututo.
Tama si Norman, the violation is right. If you knew that you are turning right you should have done that ahead of time and tama din si Ricky it is considered swerving which is a common mistake made by drivers turning right from edsa to buendia. Norman is also correct that the traffic enforcer may have committed the mistake of writing down left since he is facing you from the road where you came from.
Moral lesson one, make sure you know the traffic rules. number two, please read first before you sign anything. You made a major mistake of signing a piece of paper without reading it. Grow up and be more responsible when posting videos on the internet.
Sir hindi traffic violation ang swerving
I live in Pasay, and everytime I go out I swear I get stressed a lot. Those Pasay traffic cops only stationed themselves by group where they can apprehend private vehicles. They are always on Buendia/Macapagal, Under the flyover of Roxas and Buendia, and under the Gil Puyat LRT.
They prey on private vehicles who swerve or not in their proper lane. Kahit nagkabuhol buhol na sa traffic because of PUV’s they just ignore it.
Good thing I have a fake NAPOLCOM ID (not for bragging but for against those kind of enforcers). I never got issued a ticket on countless occasions. The moment i pulled down my window I asked my violation first then contest it and will lecture them on why they apprehend private motorist when clearly PUV’s beside me costs the traffic more. Some will even get my ID, “sir iveverify po namin yung ID nyo sa opisina” I said “go ahead”!, sindakan lang yan and hindi nila gagawin. After they return it, I will scold them again. 🙂 Sobrang nakakainis!
So far, Pasay Traffic Enforcers are the most corrupt. I hate driving around Pasay kasi everytime I see them enforcers, natatakot ako na they are going to flag me down without doing anything wrong hahahah
I already experienced yung pag ka corrupt nila. I did something wrong and I insisted to have the ticket. Pero sabi nila “De sir pwede naman natin aregluhin ngayon”. Pinilit pa na aregluhin nalang. To cut the BS, I gave in to it kahit ayoko.
Para sa driver toh. Mali po ginawa mo nag right turn ka sa second lane, I suggest you apologize to the officer. I been there before I got a ticket as well and never argue with the cop. Just pay your fee and never do the same mistake again.
your signature on the ticket doesn’t mean that you agreed on the violation commited but as an acknowledgment that you were the person apprehended…the citation ticket is always contestable at the adjudication board in every LGU even if u had affixed your signature.

Whenever they flag you down, don’t stop. This happened to me alot of times. WALA NAMANG VIOLATION AKONG GINAWA, SO I DID NOT STOP. Assholes.

its unfortunate that most traffic enforcer only knows violations with big fines/penalty… tulad ko, nahuli ako sa pagitan ng road na papunta quiapo at sta. cruz, sa may lawton… nagulat ako sa code na nilagay, akala ko minor offense lang dahil nagstep lang naman ako sa lane (disregarding traffic lane?)… reckless driving pala yung code na nilagay at 2k ang penalty… kahit nagpaliwanag ako na malayo pa lng ng signal light na ko at may ngcut lang sa kin na papunta naman ng sta.cruz (pa-quaipo ako) kaya umabot ako sa linya e binalewala lang paliwanag ko… may 17 pa yun pero until now pabalik-balik ako sa manila city hall dahil kinontest ko yung violation.
Base on your video, may pagkamayabang din ang dating mo, umasta ka ng parang malakas ka sa LTO or MMDA kaya panay insist mo na issuhan ka ng ticket, ikaw ang nagkamali kaya dapat sana ikaw ang magpakumbaba, hinde mayabang yun nanghuli sa yo, ikaw ang nanakot kaya ka pinatulan, maliit lang na bagay, pilit mong pinalalaki, tapos ngayon pinatulan ka, saka ka hihingi ng payo at tulong para mabawi lisensya mo, kung magalang mo lng kinausap yun officer, naniniwala akong pagbibigyan ka nya sa mali mo.
Nahuli naren ako jan dati exact spot! Mali talaga na mag turn right ka sa second lane.. but the officer was crazy! Ang nilagay nya na code of violation is turning left! Which is mas mabigat na violation sa spot na un, dapat ang violation lang nung driver is “swerving” kase lahat naman dun turning right at drechu lang 🙁 according to the GUY na nahuli mas naniniwala ako dun sa nahuling private, clear naman na pangaabuso un e tsk2

Signing a traffic citation does not mean an admission of guilt. It means you acknowledge being the party issued the citation. The second lane is for going straight unless there is a sign that says otherwise. The traffic enforcer was courteous and said the right thing — see you in court. Traffic citations should be argued out in court in front of a judge who will decide, not on the street. The driver was being argumentative, belligerent and needs to go to driving school to learn driving rules. Why is it that we complain when cops do not do their job and we complain when they do their job?
Alam mo ! tama ung traffic officer na ticket saiyo for ” not using signal light when turn left o right turn” man yan! dyan kasi naguumpisa acsidente sa hindi tamang paggamit ng signal light. kaya tam siya.
Yan Ang hirap sa traffic enforcers natin, walang consistency, nagpapa counter flow bigla, nag papaGO kahit stop. Kulang sa signage or Sila mismo kinokontra yung signage. madalas pa yung mga nagtatananong pa kung pwede yung hinuhuli.
According to AA Phiippines, traffic enforcers / police are not supposed to keep your license. I quoted this once and was allowed to drive on without even being issued a ticket.
Sad to say, you live in a country where the dumbest of all the dumbest are around and most of them works in the government. Its good that you took a video of the situation hence you can relay this instance to the rest of the country. I think, we have to thank latest technology on this. This provides information and awareness that what Filipinos have as law enforcers are morons and crooks. I think we just need to continue and maximize the power of social network to send a strong message to the entire nation. try to visit the traffic adjudication service of the unit involved. you can make your protest their and submit your arguments.
as for the signature issue, you should sign, it is a proof that the officer acknowledged that he confiscated the license and you also acknowledged that you gave it to him. then file a protest at his office, best way is to submit an affidavit with your arguments, just make sure your arguments regarding traffic is tenable, otherwise your contested case will be dropped, i can see your point. but definitely you have to prove to the hearing officers that this certain officer acted with malice. etc.
