During simple rites at his office in Camp Crame today, PNP Chief, Director General Alan La Madrid Purisima handed a total of Php 5,200,000 cash to two informants who provided information that led to the arrest of controversial businessman Delfin Sy Lee and notorious NPA leader Grayson Magranga Naogsan.
The PNP has offered reward money of Php 2,000,000 for Lee and Php 3,200,000 for Naogsan for information leading to their arrest. The money came from the PNP Confidential Intelligence Fund.
Naogsan gained notoriety for his involvement in a number of atrocities perpetrated by the NPA in the Cordillera region. He was arrested in Baguio City by elements of Intelligence Group, Police Regional Office Cordillera and ISAFP.
From 2003 up to 2012, Naogsan has been involved in treacherous raids and ambuscades of government troops, resulting to the death of 23 soldiers and members of the CAFGU, death of a barangay councilwoman and wounding of 30 other government troops to include a policeman. Sixty one assorted firearms were also carted away by the NPA. Criminal charges were filed against Naogsan and his companions. Ten Warrants of Arrest, mostly for Murder, were subsequently issued by various courts for his apprehension.
On the other hand, Lee, who was apprehended by elements of PNP Task Force Tugis at the lobby of Hyatt Hotel in Ermita, Manila on March 6, 2014, is one of the high profile fugitives known as the Big 5.
The list includes retired general Jovito S Palparan, former Palawan governor Mario Joel T Reyes, Coron mayor Mario T Reyes, and Dinagat congressman Ruben B Ecleo Jr.
Palparan was arrested by combined elements of the AFP and NBI last August 12 in Manila. That leaves 3 more in the Big 5 to be accounted for.
“Our two instant millionaires deserve every single centavo of the money they received for their courage to provide information that led to the arrest of Delfin Lee and Grayson Naogsan”, PDG Purisima said.
“May this inspire others who know where other wanted persons are hiding to do the same. Report to us through twitter, text, email, or other means the location of these fugitives so that we can arrest them. It pays to help in making our communities safe”, the PNP Chief added.
On the reward money for Palparan’s arrest, Purisima said that the reward money will be released immediately once the NHQ Reward Valuation Committee receives and deliberates on the application for reward money from the principal unit that made the arrest.
“We have strict procedures to follow so that the reward money will be released to the rightful claimant”, said PDG Purisima. (PNP-PIO)
