8. Ismail Enver Pasha – Turkey / 2 million estimated deaths
This man was an instigator of the Armenian Genocide that killed up to 1.5 million people. He was also responsible for a famine in their country. Armenians were forced to march nude throughout deserts, that led to their death due to exhaustion.
7. Hideki Tojo – Japan / 4 million estimated deaths
Appointed as Prime Minister in 1941, Tojo was responsible for the Pearl Harbor attack and numerous massacres of civilians and unarmed soldiers. After a failed suicide attempt in 1948, he was executed for war crimes.
