In May 2014, the Land Transportation Office (LTO) released new license plates which, LTO claims, have security features that are anti-theft. This security feature is in its bar code. The old plates, which do not have any of these features, should be replaced by the new ones as they will not be valid anymore.
These new plates will help improve road safety by curbing illegal practices such as tanggal-plaka or plate removal and switching, which is prevalent in carnapping and colorum operations. However, a recent post by Paul U. says this security feature does not work.
The first photo showed the scanner and the new registration plate.
The second photo shows the scanner emitting light, scanning the device.
The third photo shows the screen of the scanner.
However, the screen still registers “test barcode”.
Paul claims that he used a high density CCD type barcode scanning device with medium and close range which showed that the barcode was unreadable. A CCD (Charge Coupled Device) Barcode Scanner uses an imaging CCD (similar to the ones found in digital cameras) to take a picture of barcodes which are then decoded into a sequence of characters. Paul’s post led to several netizens expressing their anger with LTO and now has over 600 shares as of writing.
