On the middle of the Senate hearing, Senator Joel Villanueva asked Velasco of the composition of the MWSS board knowing they do not have a civil engineer. Accordingly, the MWSS board composed of two retired military men, six lawyers, and a chemical engineer.

Sir, seems like you too have no idea who designs the water treatment plants. Chemical engineers are involved in process design. They design the whole process and other engineering disciplines follow the process design. Don't make fun of chemical engineers.
