The victim’s mother claimed that her son was suffering from post-traumatic disorder after being in the military during the Marawi siege in 2017.
According to the Quezon City Police District, the victim was a 34-year-old man named Winston Ragos and the suspect was identified as Police Master Sergeant Daniel Florendo Jr. who was assigned to Fairview Police Station 5.
The police report said that Florendo and four police trainees from Highway Patrol Group were manning the checkpoint on Maligaya Drive in Barangay Pasong Putik when Ragos approached the policemen and started shouting at them. The police officers asked him to go home but the victim allegedly attempted to pull a handgun from his bag.

They know no diplomacy. This is so heartbreaking. See what happens when you give too much power to poorly trained “professionals” & give them license to “shoot to kill.” Solusyong medikal sana. Nakakasakit ng puso mga balita ngayon. https://t.co/z81AMI8cra
