Actor Romnick Sarmenta has been viral after tweeting about “confidential funds.”
“Bakit nakakairita ang mga confidential funds? Dahil may mga kalyeng binabaha. Sa halip na iukol sa sewage and canals, better waste management, at subsidies para sa mga public services, nauuwi sa patagong paggastos ng ambag ng mamamayan. At Hindi kayo inuuna,” he wrote on May 8.

Confidential funds, also known as intelligence funds, refer to lump sum allocations included in the national budget. These allocations are for intelligence gathering and surveillance expenses.
Guidelines for the allocation and utilization of confidential and intelligence funds were established through a 2015 joint circular by the Commission on Audit (COA), Department of Budget and Management (DBM), Department of the Interior and Local Government, Governance Commission for Government-Owned and Controlled Corporations (GCG), and Department of National Defense.
It can be recalled that netizens raised their eyebrows at President Ferdinand Marcos Jr. and Vice President Sara Duterte’s requests for confidential funds in their respective offices.
As Secretary of the Department of Education (DepEd), civilian offices, including DepEd, are allowed confidential expenses based on DBM Joint Circular 2015-01.
