Senate approves ‘Eddie Garcia’ bill to protect film and TV industry workers

The ‘Eddie Garcia’ bill focuses on implementing strict regulations pertaining to working hours, wages, and social security benefits for industry workers.

The Senate has passed the ‘Eddie Garcia’ bill on its third and final reading in a move aimed at safeguarding the rights and welfare of workers in the Philippine film and television industry.

The bill, officially known as Senate Bill No. 2505, received unanimous support from lawmakers during Monday’s plenary session.

With 22 affirmative votes, zero negative votes, and zero abstentions, the Senate underscored its commitment to addressing the longstanding issues faced by industry workers. Named after the late veteran actor Eddie Garcia, the bill seeks to address unfair treatment, poor working conditions, and various forms of exploitation experienced by workers in the entertainment sector.

Senator Jinggoy Estrada, chairperson of the Senate Committee on Labor and sponsor of the bill, emphasized the significance of the legislation in recognizing the contributions of both artists and behind-the-scenes workers. He stressed that the bill aims to ensure that all industry workers have access to fair employment opportunities, decent wages, and protection from abuse and exploitation.

“This measure is the Senate’s recognition of the immense talent, dedication, and contribution not just of Filipino artists, but also those behind the camera who put their heart and soul to come up with material for the movie and television industry,” said Senator Estrada.

The ‘Eddie Garcia’ bill focuses on implementing strict regulations pertaining to working hours, wages, and social security benefits for industry workers. Additionally, it mandates the establishment of a Movie and Television Tripartite Council, composed of representatives from the government, employers, and workers, tasked with overseeing industry-related concerns.

The bill’s namesake, Eddie Garcia, tragically passed away in 2019 following an accident on the set of a television series. His untimely demise shed light on the urgent need for improved safety standards and labor protections within the industry.

Once signed into law, the ‘Eddie Garcia’ bill is expected to serve as a landmark legislation that will significantly enhance the welfare and rights of workers in the Philippine film and television sector.
